Photos to PDF: check file size and page order
Putting photos into a PDF does not automatically make them smaller. If there is a file-size limit, reduce the photos first and measure the resulting PDF again. Page order and text legibility need separate checks.
What changed when we reduced the photos first
For a reproducible comparison, we placed the same sample photo twice in each A4 PDF. One used two original JPGs; the other used two copies reduced to a 200 KB target. This is a conversion experiment, not a real document-submission case.
PDFs contain page structure as well as images, and this tool processes images again before embedding them. Adding up the source JPG sizes therefore does not give the exact PDF size. The table records actual saved bytes from this experiment.

These measurements describe one photo in one browser. Different photos or browsers can produce different sizes and quality.

A4 is 210 × 297 mm; US Letter is 8.5 × 11 inches. Use the recipient’s required page size. This tool fits images onto portrait pages without cropping, so margins can remain depending on image proportions.
Fit to image is an option when you want a page shaped to the photo. Choosing a page size does not guarantee a byte limit. Check the PDF’s final size after creation.
Open the exported PDF and check every page
Set the order with the list’s up and down controls before creating the PDF. Do not assume that numbered filenames have been sorted for you. Open the downloaded file and check the first page, last page and any missing images.
Text inside a photo stays part of the image. This is not OCR and does not create searchable text. If small writing is unreadable, improve the source image. Keep original signed or interactive PDF documents out of this photo-conversion workflow.
